Ciara specialises in the economic analysis of media and telecoms sector. She was an Economic Director at Ofcom between 2014 – 2021. She led the economic analysis of Ofcom’s broadcasting work, including the Public Service Broadcasting Review and BBC regulation. Ciara has also been extensively involved in telecoms regulation, including successfully defending Ofcom’s market review of business connectivity before the Competition Appeals Tribunal.
