Senior International Policy Advisor at Arnold & Porter since 2019. After being the Director General of the European Commission's DG COMP from 2010 until 2015, he became Secretary-General of the European Commission. In April 2018 he retired from the European Commission. Born in Kensington (UK), he was educated in the Netherlands. He graduated in econometrics at the University of Groningen in 1980, and received his PhD in economics at the same university in 1986. In 1985 he became a civil servant at the European Commission and had a distinguished career, holding numerous senior positions, including as Head of Cabinet to Commissioner Günter Verheugen and Deputy Head of Cabinet for the President of the European Commission José Manuel Barroso (2004 until 2006) and Deputy Secretary-General (2006 until 2010).
